Blanket Order Release?

Requirement: Stock received in a particular location should be shipped to a particular customer.
Requiremen detail: a particular customer lets say C1 will place order as Blanket order to reserve large quantity of items. These items once received in the branch plant lets say BP1 should be placed in a particular location L1. From this location L1 these items are shipped to specified customers only. So its like the customer placing blanket order is the parent company & quantities finally received are the subsidiaries.

I referred to the Blanker order release application however was not sure if this would give the complete solution. Please share your opinion. Thank you.
