Alert for overspent budgets

Hi,

How can we create an alert when an award budget is overpent in grants - email notification needs to be sent to the award manager listed on the award.

One option we have tested -

If we use workflow mailer - send notifications - then each of the award managers should be first informed to enable the receipt of email  and then when we run the concurrent program we can use the notify option and specify the email address  -

 problems with this method -

1. It takes around 30min for the notification to be sent - it is manual process where we need to know it is overspent and run the concurrent program - not automatic.
