Has Anyone not used Vertex for Payroll tax calculations?

Has anyone ever not used Vertex when processing payrolls to calculate taxes? We are on a unsupported version of JDE and are getting alot of pushback on upgrading would like to know if anyone has used something other than Vertex for tax calculations on payrolls in JDE either manually maintaining, a service, etc. and what sort of impact that has had.
