ERROR : oracle.apps.gl.CurrencyConversionRates.dailyRate.completeImport after Upgrade to R12.1.3

Any ideas why we get the following error in the Worklist after upgrade to R12.1.3?

Local Event ERROR : oracle.apps.gl.CurrencyConversionRates.dailyRate.completeImport
