Would you like to answer why delete data of other user from a user without role?

Hi all,
I have a problem with my oracle database 11gR1 11.1.0.7 on Oracle Linux Enterprise that when i create a new user with only a privilege create session to login database but this user can delete, update, insert, drop data of other user.  I think this user have full privilege on all data of other user. Would you like to help how to resole this problem! Hope that you reply early.
