Install oracle development suite on WIN 7 error "The Windows System files install has not been run o

Hello

I try to instal oracle development suite release 10.1.2 on WIN 7 but i found error "The Windows System files install has not been run on this machine. One or more operating system files currently in use  need to be updated"
How to solve this error??
