How to restrict shipping of free item without the parent item

Hello Friends,

How to restrict shipping of free item without the parent item?

Suppose I have an Order for Parent item X with free item Y. Now stock is not available for item X but for Y item(free) stock is available. Now when an user releasing the order from release sales order then free item will be interfaced, hence zero value invoice will be raised. Now my requirement is  that the Free items wihich are dependent on some othe line should not be shipped unless the item on which the Free item is dependent is shipped.
