XDOLoader does not load correctly Data definition and Templates

After using XDO Loader (as per Note 422508.1) to load the Data Definition and Template and FNDLOAD to load the BIP Definition, everything loads correctly according to the logs and both the Data Definition and Template appear in the XML Publisher Administrator Responsibility.  However, after running the report and viewing the output it appear corrupted i.e it appears to display the XLS definition in one long string:

When I manually load the Data Definition and Template through XML Publisher Administrator, it resolves the issue.
