BI Publisher Bar Chart with Marker Text in Different Locations

I'm creating a graph using Template Builder in Word. It's a vertical bar chart that has 2 values for each month side-by-side (Budget and Actual). I'm using MarkerText to show the values above the bars, but unfortunately when Budget is close to Actual in value the numbers display over each other and are illegible.
I'm hoping there's a way to control where the MarkerText is placed for Budget data and Actual data. Ideally, one would show at the top and the other at the bottom (or middle). In my research I've only found where the markerTextPlace is controlled for ALL markerText.
