about oracle license for data guard or standby database

Hey, Gurus,

This may be a silly question, but I am really confused by Oracle licensing stuff:

My primary site is licensed for Oracle Enterprise Edition (EE). When I use basic functions of Data Guard (non-active guard, no brokers) or just manually ship archive logs by SFTP or SCP or RCP or FTP whichever way and apply the logs like in old days on my sleepy DR sites, do I have to pay any Oracle license for my sleepy oracle servers in non-911 situations? Please advice where I can find more detailed documents, so that I can explain the situation to the auditors accordingly.
