Some Programs won't allow a Seed List to be associated

I've discovered that some programs do not allow the association of Seed Lists. However I'm unable to determine which Programs do not allow Seed List.

I'd like to have a Seed List on ALL programs, I can't see why I wouldn't.

I can't find anything in the help menu to provide any insight on this issue.

Any ideas?
