Opatch 11.2.0.1.8 Apply on Siebel Tools and Developer Web Client Fails and Creates Very Deep .patch_

Greetings,
My organization is upgrading from Siebel 7.8 to Siebel 8.1.1.5. So far, the upgrade has gone according to plan. The glaring exception is one Windows 7 Ultimate PC that has Siebel 8.1.1.5 Client and Tools installed, but neither will patch with any Quick Fixes.

I've obtained the latest OPatch (11.2.0.1.8) to use, but in both cases I get error code 78 with no explanation other than "ApplySession failed: ApplySession failed but Oracle Home has not been modified.Java heap space". The OPatch utility also creates a massively deep directory structure in .patch_storage that cannot be deleted in Windows explorer or in a CMD session. There are no clues in the console output of OPatch or in the log file, simply a repeat of the console messages (even with OPATCH_DEBUG on, although with a lot more dialogue).
