Upgrade of 11i or reimplementation

I am airing my concern with Oracle Apps 11i cu 2

We have Apps 11i on HPUX 11.23B running since 2006, aparently CRP failed to rollout successfully.

However we have our oracle partners suggesting to install Apps 11i, which is thereafter configured with latest patch set and migrate data from the current system to Linux x86 (OREL) which is 32 bit.  Thereafter upgrade the same to 12i 12.1.3. 

If i was to debate against this plan, i would like to know what are pro's and con's for Re-Implementing on 12i rather than 11i to 11i (New COA) to 12i?
