Fixed Assets Tag in 12.1.3

We are in process of POC/Fits gaps for Fixed Assets in 12.1.3. Business user gave the following scenario; need your feedback if we can do it or not;

There is one other item that we would like to add as an issue related to Mass Additions.  We need to determine how to handle assets that we receive and bar code tag before paying the invoice.  We have situations where we will receive assets and need to get them tagged but the processing of the invoice may be delayed because of a contract issue.
