Owner Totals not printing at Owner Break only at end of Report

The Owner Totals are designed to appear at the end of each Owner, but the only owner that appears on the Reort is the first Owner and those Totals appear at the end of the Report.  Attached is the xml from the data template, the .rtf, a sample of the Report, and the generated xml.
