Windows 2008 and Oracle 11g64 bit with ORADIM fails with error 18

We currently have Oracle 10G on Windows 2003 , we use the following commaind to shutdown the Database for backups, this works fine unde rWindows 2003

oradim  -SHUTDOWN  -SID TRN -USRPWD  dbaTRN  -SHUTTYPE srvc,inst -SHUTMODE i 

Now we are implemeting 11g on Windows 2008 64 bits, when I use the same ORADIM command, it fails with error 18, the Database appears to have been shutdown immediate but the service is still running

I check the registry values are OK

Any ideas why the ORADIM command fails with error 18 ?
