US PAY: Expatriate Payroll Processing w/US Payroll Legislation Only

Has anyone ever successfully implemented Expatriate Payroll process without a Global install and with only a US legislation?  My client has 2 to 5 employees that will live and work abroad in January 2012.  It would be preferred to process their payrolls in-house.  If so, can someone please provide some insight and/or information?
