Cannot login to server "Cannot execute /bin/bash: Permission denied"

I was logged in as an unprivileged user, su'ed to root, and somehow I think the passwd file got corrupted.  I was not working with the passwd file, I was cd'ed to the Peoplesoft home directory (/opt/pshr)  and recursively deleted the pt851 directory as I wanted to reinstall PeopleTools.  From that point on, I could not su to any other user, and I could not login as anyone through an xterminal connection, putty, or ssh.  I am only able to login via ftp, which seems to point to something other than corrupt passwd, but there are no usernames associated with any files any
