LOCK_CONTROL column with OE_ORDER_LINES_ALL table (R12 12.0.4)

Hi guys
I am using OE_ORDER_PUB api to create Sales Order. Once cross verifying the order lines created using API, found the lock_control column has different value than those orders created through standard oracle Sales order application.
What does lock_control column stand for? what is the significance of this column, can I safely ignore the difference?
