Lat Lon data vendors?

Hi, my client in Europe is using PC Miller for global project. The postal code data can be unreliable and we would like to back up all locaitons with correct lat lon. It has been decided that we cannot get these from SAP wich is the interfaced location master to OTM. WE are interested in buying a lat/lon database by postal code to upload into the OTM lat/lon tables. Questions:

1. Is my understanding correct that if we populate either

GEO_CITYPROV_POINT 
 or GEO_POSTAL_POINT 

and then set up address validation, OTM will add LAt Lon from looking up in these tables?
