US PAY: 941 Catchup Element

Our hourly employees are investing in a 941 retirement fund.  We have created this new element and will need to use the 941 Catchup element on several of our employees.  We have found that this catchup element cannot be put on the employees record until the catchup element is actually needed.  If it is put on early, it will be used in the pay run. 
We would like to add this element to our employees records in advance.  Is this possible?
