purchase order quotes

in Distribution - JDE1 (MOSC)
I am looking for bet practice(s) entering quotesduring purchase order creation via the work order program.  We have a policy that greater 5 K PO requires 3 quotes.

 Anyone have similar process that qoute(s) need to be entered during the po creation or after the PO creation?

Any feedback is appreciated.
