XMLPOSA format different from XML Publisher- why and how to resolve

I am trying to create templates from JDE E1 8.98 XML.  I created XML output initially using the XMLPOSA method just to get started on template design.  I then uploaded the template to JDE and ran it using XML Publisher, the template failed to merge.  I discovered the XML format generated between XML Publisher and XMLPOSA is totally different format.

I have attached a copy of a sample for each.  I am wondering if anyone knows of a solution for this issue.  The XMLPOSA format appears better than XML generated thru XML Publisher.
