ATP doesn't always allocate the supply to the demand with the oldest request date

Hello,

I'm running into this scenario that, in OM, an item was on two orders with different request dates.  ATP gave an earlier schedule ship date to the order which has later request date.

I wasn't able to figure out why this is happening.
