Is patch AD 12.1.1 upgrade driver (7461070) post install step mandatory before applying patch 667870

Hi,

During the process of upgrading from 11.5.10.2 to 12.1.1, we have to apply patch AD 12.1.1 upgrade drive (7461070) then apply American English upgrade patch driver (6678700).

i already applied the patch 7461070 and currently the patch driver 6678700 is in progress.

i detected that i missed the post install step of the patch 7461070 (Run "Re-Create grants and Synonyms" from adadmin) and i noticed in the readme of that patch (7461070) that I must complete this task before starting up Application tier services.

my question is:

in case that the patch driver 6678700 run without errors, is it correct to Run "Re-Create grants and Synonyms" from adadmin after applying 6678700 and before starting services?
