Logon Denied

One of the users use Primavera reports that she changed her windows desktop login password and went to lunch. After she come back from lunch, she can't login to primavera anymore. She is getting the bad username and password message. I tried to go into the database and manually change the password, but somehow I am unable to do that. I tried to connect / as sysdba and I am getting a insufficient privilege error. The OS is windows 7 enterprise 32 bit and Oracle db is 10g express version XE. The is the database install locally in the OS
