Environment variable SIEBEL_STRING_REFCOUNT has correctly not been defined

Hi All,
I am having an issue with EVT results.
One of the EVT check failure gives explanation as below
Environment variable SIEBEL_STRING_REFCOUNT has correctly not been defined
Explanation:
Check to ensure the "SIEBEL_STRING_REFCOUNT" Siebel environment variable which controls reuse of memory consumed by string data is not set.

I have tried checking support.oracle.com as well as Installation Guide and Performance tunning guide. But there is refrence of this parameter in terms of best pracirce or recommendation.

Does any one have a clear understandin of this parameter.

I am using Siebel 8.0 on Windows Platform and have used the standard EVT.ini as per
