Use non integrated budgetary controls in project accounting without enabling encumbrance accounting

We are trying to use non integrated budgetary controls in project accounting but not use encumbrance accounting. We do not want to set up an encumbrance year in general ledger. We created budgetary control options to suppress the creation of encumbrance journals.

User guides state that budgetary controls are subset of encumbrance accounting. It appears that budgetary contols cannot be separated from encumbrance accounting.

Any thoughts of a workaround. The only option is to use budget extension to impose budgetary controls on purchasing and payable invoices.
