max value of project.max-shm-memory

What is the maximum value that I can set project.max-shm-memory in Solaris 10. I have it set to 4GB. I have 8 GB of physical memory yet a user in the project still ran out of Shared memory. Is this limit the max of all users in the project combined at any one time?
