Purpose of Profile Option

This question refers to 11.5.10

What is the purpose of CSM: Allow Changes to Completed Tasks profile option. The only choice in the LOV is No which is the seeded setting. We set it to NULL at the Site level and it did not seem to have any affect. How is this profile option supposed to work? Is is still a valid profile option.
