Receipt of normal, serialized, asset tracked item is not creating item instance

I have tried project PO receipt, standard PO receipt and Miscellaneous Receipt of normal, serialized, asset tracked item.  I always get on hand inventory with serial numbers, but instance is never created. I.e., not viewable in OAT, not active in eAM.  Any hints on what to check?
