respawn in /etc/inittab don't work

something strange happens to me, in /etc/inittab I have an entry to respawn a process ( the tivoli backup process dsmc) this entry in /etc/inittab work fine in all systems
except to one.
check done.
start manually the process and it start perfectly
create a dummy script which logs something in a log file, if I start manually this dummy script it work fine,
if I put an entry in /etc/inittab and I Kill the process
it, don't restart.
I verify the owner and permission of file /usr/bin/dsmc, /etc/inittab /usr/bin/dsm.opt and /usr/bin/dsm.sys (configuration file of tivoli backup) with others systems, where the respawn in /etc/inittab is ok, and everything is the same.
