Ora-23324: Error ORA-12541: No listener

I would like to find out the resolution for my Snapshot site issue with the Ora-23324: Error ORA-12541: No listener, was working until 10/27/2011. This means last replication from the snapshot site to the Master pushed last was 10/27/2011

I need help to resolve.
