BI Publisher 14 to modify forms - rough idea of the cost

"BI Publisher does require the purchase of a license that will need to be used on the computer you wish to modify the stock BI Publisher report, forms and templates ".
Does anyone know, plus or minus, a rough SWAG on what that license costs? Just a rough eeenie-meenie-minie-moe will do. Please don't answer with "Contact your dealer"
