Oracle System Privileges

I am trying to create a glossary of Oracle database system privileges with a brief description of the access provided for each privilege.

Where can I find documentation describing system privileges for the Oracle database?  I have tried locating them on this site to no avail.  For example a description of system privilege ADMINISTER SQL MANAGEMENT OBJECT is no where to be found.

We are using Oracle database 10.2.0.4.0 .

I am searching for these 37 Oracle system privileges.

ADMINISTER SQL MANAGEMENT OBJECT
ALTER ANY ASSEMBLY
ALTER ANY EDITION
ALTER ANY EVALUATION CONTEXT
ALTER ANY LIBRARY
ALTER ANY RULE
ALTER ANY RULE SET
