R5508024 Update live tables program is not writing the dba record for the new rate

I am testing the R550824 benefits update program before updating our production data.  It seems to be working except for one thing.  For plan options where the rate changed, it is recognizing a rate change on the report and ending the plan and writing a new plan record in F08330; however, it is not writing a new dba record with the new rate.  What am I forgetting in this process?
