E-Business Tax (MOSC)

No LOV for Tax or Tax Regime in AP Workbench

I've gone through all of the setups for a Use Tax that seem to be applicable, including profile options.  However, I am unable to see any taxes applied when I use a supplier.  This is for an initial setup, so I would like to have this completed by the end of the week.
