Page Expand Content Sets produce worksheets for segments with no data

Hi, we have recently upgrade to 12.1.2 and we are now using Report Manage to Publish reports. Some of our Content Sets use a range of segment values with PE display type. These are now producing worksheets for every enabled segment even if the segment value has never been used. Does anyone know of a way of supressing this as it is increasing the time taken to publish the reports.
