Group of lines modifier with type Price Break does not work when qualified to a price list

Hi,

We have a modifier that applies a discount based on order amount. It is a tiered discount program that we have 

implemented using a price break header type of modifier line.

Example:

Order Amount 0 -1000 dollars, Discount = 10 %

Order amount 1000- 5000 dollars, Discount = 20%

Modifer Line Level = Group of lines

Modifier type = Price Break header

Range type = Point

The functionality works as expected when there are no qualifiers on the modifier.

However, when we add a qualifier to the modifier header (Price List  = XYZ), it no longer applies though we have selected

the correct price list on the  order.

To find out if the problem is specific to the price list qualifier, we removed that qualifier and added another qualifer
