Scan Data offers with foreign currency does not work

Hello Experts, I am new to Trade Management and need your expertise help on finding the resolution for "Scan Data Offers with Foreign Currency" issue. The customer is not able to use the scan data offers of foreign currency. We are on 11.5.10.2 version of EBS.
Getting Error "ORA-01400: cannot insert NULL into ("OZF"."OZF_CLAIM_LINES_UTIL_ALL"."CLAIM_LINE_ID") in Package OZF_Claim_Accrual_PVT Procedure Create_Line_Util" when try to settle the claim for more than the offer amount in offer currency. The claim never approves and always keeps back to open status after the error. This happens only when the offers are in foreign currency.
