Aply ESU requires Baseline with Update 2

Hello all,
We have E1 9.0 with update 2, an I want to apply an ESU (JL16173) with change assistant. This ESU has a prerequisite that Baseline JL11051 is installed. Obviously I did not installed it because I've applied U2. Was this wrong?
Now when I download & deploy the esu Change Assistant wants to install the baseline also. What should I do? Doesn't U2 include the baseline?
