Unable to discard Ap invoice line

hi,

Unable to discard Ap Invoice line in version upgraded(12.0.4 to 12.1.3) instance.

Navigation and steps to replicate the Issue:

AP SUPER USER-->Entry
b. Query the Invoice
c. go to the line and press "Discard Line" Button
d. then, raised the popup message, "Cannot discard the invoice line because a required call to tax calculation failed due to:
&REASON"
