Cannot define the Layout for General Ledger - Budgets

We are currently on EBS 11.5.10 and would like to add Enter Budgets functionality. We followed the directions in Note [ID 564264.1]. However, now we are getting the following error when trying to define the layout for General Ledger - Budget ADI integrator:

"You do not have permission to access this functionality".

Any help or guidance would be appreciated.
