Inactive Manager

 We recently had patched our test server because we had a problem with one of the AR forms. When we finished patching it, and tested the servers by running some reports, all reports requested have Inactive Manager. Though we have restarted the server several times but still we encounter this. We saw some notes on how to restart the Internal manager but to no avail. Any inputs? We are still running 11.5.9 apps by the way. We know we're way to old but could someone shed light on how to solve the problem. For our production server, we also encounter this
