Configurator X- and C- rules

Good morning! I am hoping someone can answer a question I have about Configurator... I am trying to retrieve the Ship-To address to determine whether or not a discount should be applied to a particular component (not the entire configured item). I've been told in another forum that this is not possible. Does anyone have any suggestions on how I might get the information I need?

I will appreciate any guidance!
