OPEN_CURSORS oprimal value

Hi,

On our siebel application we using Oracle 10 as our database. As per oracle documentation (Doc ID 1095700.1), it is recomended that the value of OPEN_CURSORS should be between 1000 - 2000. Currently this parameter value is set to 4500.

I checked and found that average value of open_cursors for any SID is not exceeding 200.

I want to know that how can we decide that this value is not correct and it need to be set to as per the documentation.
