Strange use of the ram. DB 11g2 and Windows 2008 64 bit

Hi,
we have installed the Oracle db 11g r2 standard edition on a Windows 2008 server 64 bit with 16 GB of RAM (vmware box)
On the server is only installed the database.
We have memory_max_target and memory_target of 6 GB but we notice a strange behavior of the ram :
after few minutes from the startup of the server and login to the Oracle instance (enterprise manager) the occupied ram begins to grow to 15,8 GB (consumes all available physical RAM ).

what could be the problem ?
