Portuguese Characters and XML

I have a 11g oracle xml report encoding UTF-8 and when ran in Portuguese get invalid UTF-8 characters and report will fail at that point, if I change the encoding to ISO-8859-1 the report complets fine but in Oracle if you view the report in Excel or PDF it recieves funny characters, like boxes and funny question marks for some of the portugueue characters.  Have not issue if ran in English.
