Cannot Extract Security Patches

I seem to have intermitent problems extract Oracle zip files. I recently downloaded p12429529_112010_MSWIN-x86-64.zip and p13038788_112020_MSWIN-x86-64.zip and fail to extract either of them from my 32 bit PC to the network or even on the 64-bit MS server. Despite the sipped folder size of the downloads being 96 and 133 MB, both indicate "No files to Extract."

Anyone have suggestions how to extract these? I've recenty downloaded other Oracle products and had no problem extracting them. Are the security patches packaged differently?

This is a major pain and I which Oracle would be consistent.
