MRP Replenishment of Partially Consumed Items

If anyone has a solution or suggestion for this scenario it would be greatly appreciated: 

Scenario: 

• Metal fabrication business who consumes partial lengths of steel, e.g. 6 metre length 10mm Rod. 
• Current primary unit of measure is M (metres). 
• The item is stocked in a unit of measure EA (each) where 1 EA = 6 M. 
• When using this material only 5.5 M is used therefore 0.5 M is still in inventory. 
• After consuming 12 x 5.5 M on other work orders JDE thinks there is 6 M or 1 EA in stock. 
• An open order exists which requires 5.5M, MRP runs and sees that 6M is in stock therefore will not order any more.  In reality there are 12 x 0.5M lengths not 1 x 6M length.
